Electrical Installation Condition Report (EICR)

An Electrical Installation Condition Report (EICR) — formerly known as a Periodic Inspection Report (PIR) — assesses the safety and condition of an existing electrical installation. It identifies any damage, deterioration, or non-compliance with current standards. Since April 2021, landlords in England must have an EICR carried out every 5 years for rental properties.

Frequently asked questions about EICR

Is an EICR mandatory for landlords?
Yes, since 1 April 2021 in England. Landlords must have an EICR carried out before a new tenancy begins and at least every 5 years. Failure to comply can result in fines up to £30,000.
What do the EICR codes mean?
C1 means danger present — immediate remedial action required. C2 means potentially dangerous — urgent remedial action required. C3 means improvement recommended. FI means further investigation needed. C1 and C2 result in an Unsatisfactory report.
How long does an EICR take?
For a typical 3-bed house, expect 2-4 hours including testing all circuits. Larger properties or those with many circuits take longer. The inspection covers every accessible part of the fixed electrical installation.
Can tenants request an EICR?
Tenants have the right to request a copy of the most recent EICR from their landlord. If the landlord doesn't have one or it's expired, the local authority can require one to be carried out within 28 days.
What happens if the EICR is Unsatisfactory?
The landlord must carry out remedial work to address all C1 and C2 defects within 28 days (or sooner for C1). A follow-up inspection confirms the work is complete, and a new satisfactory EICR is issued.
